Provide your members with direct access to clear PPWR compliance guidance

The Packaging and Packaging Waste Regulation affects virtually all of your member companies, from manufacturers to final sellers. For you as a trade association, this means members will come to you with questions, often individually and frequently about the same topics.

PPWR Navigator enables you to address these questions in a centralised and professional way, providing an additional service to your members.

For your association

PPWR Navigator is designed primarily for associations to offer to their members. You purchase access for a number of member companies of your choice: you determine the scale, not the tool. It is relevant to virtually any association in the packaging value chain, from raw material suppliers and manufacturers to importers, distributors, final sellers and fulfilment service providers among your members.

How it works for your members

Your association gets its own dedicated workspace, featuring your branding (logo and brand colour), your own sub-administrators and your own access policy. From this workspace, you invite your member companies directly. There is no open self-registration: access is by invitation from your association only.

Each member company you grant access to receives its own set of 200 questions and a dedicated company profile, tailored to its specific situation: company size, country, materials, role in the value chain and any food-contact applications. This ensures that the guidance remains relevant to each individual member, while you manage access centrally.

What the tool does for your members

Company profile
Each member company sets up its profile once, specifying who they are: company size, country and, for each packaging type, the material, their role in the value chain, whether they qualify as a “Producer”, and whether the packaging is intended for food contact. This profile is automatically taken into account in every answer, ensuring that the guidance is always tailored to the company’s specific situation.

The PPWR Navigator (chat)

Your members can ask questions in plain language and receive clear answers, always with a precise reference to the relevant article of the Regulation on which the answer is based. Built-in decision trees guide them step by step in determining their role in the value chain, whether they qualify as a Producer, and which requirements apply to each packaging type.

Your workspace also includes a document library containing all the source documents on which the tool is based: the Regulation itself, delegated and implementing acts, and official guidance documents.

Why PPWR Navigator is different

  • Always traceable. Every answer includes a reference to the exact article or annex. No black-box advice: your members can always verify the information against the original source.
  • Tailored response style. Configurable for each member company: practical guidance with interpretation, source-based information only without interpretation, or source-based information with cautious interpretation. Responses can also be presented in either practical, jargon-free language or a more technical, legal style with article references. Suitable for both SME owners and the compliance departments of larger member companies.
  • Automatic deadline logic. The tool determines the applicable compliance date according to a fixed order of priority: first, an article-specific date; then a date specified in a delegated or implementing act; otherwise, the standard date of application. It always explicitly identifies the source that determines the applicable date.
  • Bilingual. Fully available in Dutch and English, making it practical for members with international operations.
  • Enterprise-grade security. Authentication via Microsoft Entra External ID and hosted on Microsoft Azure.

How does it work?

PPWR Navigator is built on a RAG architecture (Retrieval-Augmented Generation). Each question is first matched with the relevant passages from the official legal texts. A language model then generates an answer based exclusively on those sources, rather than relying on general knowledge.

This is why every answer can be traced back to a specific source, and why the tool does not “invent” information beyond the regulations and official documents uploaded to the system.

PPWR Navigator is an advisory tool, not a substitute for legal advice. The tool provides explanations and guidance; it does not provide an automatic guarantee of legal compliance, including for your members.

A growing platform

Today, PPWR Navigator is fully focused on the PPWR. However, the underlying architecture has been designed to allow additional legislation to be added as separate modules. Over time, we will expand the platform to cover other EU legislation relevant to your members. This is just the beginning, not a one-off solution.
